This Support Guide is just a collection of what I've found, in my experience, to work really well as a Black Watch Tank/Healer (Support)
As this is collections of my experience, I will gladly take advice/discussion on every bit of this. I'm human and I'm always open up to new ways to improve, and I do make mistakes. This guide is being made as a starting point to help people find a nice stepping stone into the Tank/Healer Support role.
First of all, The Ship. Cruisers are the workhorse of the Federation, and clearly what Cryptic meant to be full on group Support. Engineers are their Captains (in Cryptic's eyes) so this guide will reflect this energitic duo!
The current ship I am using for STF Support is the Advanced Heavy Cruiser Retrofit (ie The Excelsior) This little ship has a lot of heart and can fill both Tank AND Healing roles at the same time, with the same BOFF Layout.
My Layout
Tactical: Fire At Will 1; Torp. High Yield 2; Attack Pattern Delta 2
FaW is great for aggro, even on single targets. Make sure you are 0KM (not a typeo) from your target and even if there are no adds/mobs around, FaW reduce the charge time on your weapons, thus making you shoot faster. More Shots = More Threat Per Second. This works great with Engineer's Nadion Inversion 3 + Direct Energy Modulation. AP:D Gives you a nice resistance buff, and anything that hits you will take a Disruptor-like debuff. (applies a damage resistance debuff to the target) with Anti-Proton Weapons, the hits and damage just stack up. ** I recommend using Attack Pattern Beta for cruisers who are DPS'ing but there may be better options available For Example, if you are using Tricobalt, you can replace HY2 with AP:B1, and then use AP:O3 (this is great for getting out of tractor beams allowing you to do more DPS)**
Commander Engineer EmpPowerShields1; Direct Energy Modulation1; Engineer Team 3; Extend Shields 3 (required for healing role)
EPS1 is up for 30 seconds with a cooldown of 45 seconds. You can chain 2 EPX abilities back to back to have 100% up time. When EPS1 is trigger, EPS2 for example, goes on cooldown for 30 seconds, so at the end of EPS1 duration, hit EPS2 for constant up time. You will need to be able to chain EPS as a tank as being able to reduce incoming damage is a MUST. I didn't take EPS3 because I wanted/needed the insane hull heal from ET3, comes in very handy for Healing as well as when you find yourself needing something in a pinch. ** note there is a Duty Officer that will reduce the ET cooldown to 15 seconds, making ET3 the BEST hull heal in the game **
Extend Shields 3 is by far REQUIRED by a Healer, it is the BEST SHIELD HEAL IN THE GAME!!! It only has a 15 second cooldown with ~30 second up time. If you don't have it, I will ALWAYS be glad to train a BOFF for you.
Lt. Engineer EPWeapons1; AuxStructure1;
EPW is great for added threat, and alittle extra DPS when you are trying to get a few probes down. EPW works great when chained to FaW, DEM, and Nadion Inverison. ASIF1 is a nice hull heal when ET3 is on cooldown, or if multiple party members are taking hull damage. If you need a BIG hull heal fast, use an Aux. Battery before using ASIF for a quick work around ET.
Ensign Engineering EPS1
I run full weapons which gives me 75 in shields, which really thanks to skills + efficiency captain it adds up to be more! For this build, using anything higher than EPS2 would be overkill (and would also throw alot of the other abilities out like DEM) Chaining EPS1 will do more than do the job fine for Tanking STF "bosses"
Lt. Science Hazzard Emitters1; TransferShieldStrength2
These two in my opinion are staples for self protection. HE are NEEDED against the Borg, its not the assimulation that gets you, its the painful plasma DOT and this is the best way to get rid of it, and it can be used as a spare hull heal. TSS is very helpful when you need to toss a quick shield heal to a party member, when ES3 is either being used, or on cooldown. Try to avoid using ES3 and TSS on the same target, you can get more heals out to your group by spreading the heals.
***Remember to only heal Tactical Captains when they are at or below 15%. Krog has many a-time yelled at me when he was at 30% health and his DPS went down because I ET3'ed him lol!
Edit: Changed recommended Tactical Layout to Attack Pattern: Delta. AP:D is better for support because of the incoming damage resistance, and the debuff of anything hitting you. It's also great for healers who are trying to stop themselves from getting attacked.

I find that the Commander Engineer is a perfect setup for all Cruiser Commander slots, I would recommend keeping that one officer "as is" for any VA Cruiser + Engineer setup.
Lt. Tactical FireAtWill1; TorpedoHighYield2;
The Har'peng is really awesome to use for this ship since the turn rate is crappy, but if you decide to keep the saucer sep. console, you'll be able to do more DPS with regular torpedos. (the console is great for healing! allows your turn rate to increase like an escort and you can very quickly and readily get to any group member to heal without that heavy saucer. Just a thought for you healers) But if you decide to stick with the Har'peng, replace THY, with AP:Beta1 for the resistance debuff. We can discuss other setups (like Har'peng + Disruptors) within the thread.
Lt. Commander Engineer EPWeaps1; AuxSIF2; Aceton Field
AField is amazing for tanking! Less damage = More survival.
Ensign Engineer EPtS1
Same explaination as the Excelsior, chaining these two abilities is a MUST for Support! Extend Shields 3 is directly related to Shield Power. The Higher your shield setting the better ES3 is going to heal! Chain this ability for 100% up time.
Sovereign
Keep your Commander Engineer in tacted. The Sovereign loses it's Ensign Engineering, but gains an Ensign Tactical so if you are wanting to DPS while tanking, this should be a nice fit. Or try AP:D 1, will give you a nice survival buff if you are looking to tank + do some damage.
Ensign Tactical TacticalTeam1
This will auto-balance your current shield taking fire and give you a nice damage buff to your weapons. More damage = more threat, just make sure you are 0 KM away from your target.
Lt. Tactical FireAtWill TorpedoHighYield2
The Sovereign's turn rate is alittle better than the Galaxy's, so you should in theory get out more torpedos. If you want to use the Har'peng on this ship, replace THY with AP:B1 for more hard hitting beams.
Lt. Commander EPtS1 AuxSIF Aceton Field
As I've said, Shield Power Setting is VERY IMPORTANT FOR SUPPORT CLASS CRUISERS!!!! The loss of the Ensign here is no big deal, but we will have to make up for it with our Lt. Commander. We have to chain EPtS for everything we do. AuxSIF and Aceton Field are still in tact and will still help with support/personal heals/threat/dps.
IMO, reguardless of which ship you take, LEAVE THE SCIENCE BOFF ALONE!!! let me say that again....LEAVE BRITNEY ALONE!!! er science...HE1 and TSS2 are going to be the best bet for running a Support Cruiser. HE1 is your "borg set me on fire...cleanse" get out of jail free card, and TSS2 is going to be your second go to shield heal. With our EPSPowerTransfer, we can get a LARGE shield heal with this. Though, if you have Krog or ANY Escort/Tactical ship in your group, I would suggest giving it to them during damage phases ie "boss" fights. As this helps keep their weapons up PASSED 100% Use your abilities as often as you can, most of them have 3 or less minute cooldowns (minus MiracleWorker >< use this at 30% instead of wasting ET3 on yourself)

My Odyssey Layout
I've started taking alots of notes in Elite STFs and have come to find out, The Odyseey is a very very good durable tanking/support ship, when the sitation/lay outs are lined up. When dealing with Elite Cubes/Donatra, Damage Resistance is what will save you time and time again, and making use out of Auxiliary abilties will save you, and your team. I suggest switching load outs in between "fights". If you know you are attacking probes/spheres/generators, use a DPS. When you are going to be tanking tact cubes, (or someone else is tanking and you want to heal) switch to an Engineer.
Unversal Lt Commander Tactical FireAtWill 1; TorpedoHighYield2; Dispersal Pattern Alpha 2
I use Plasma Mines (and for the low turn rate of the Odyssey, they are a GODSEND)
DP:A Lays 3, 5 mine clusters. Chain DP:A with FaW and you get a nice little
probe/shpere damage combo. Chain FaW with DM1 for increase aggro and damage done
If you dont use mines, I would suggest going with Torpedo Spread 3, as the added AoE can
help take out probes just as easy as the mines. Same chaining process FaW + DM1 + TS3
Engineer EmPowerToAux1; AuxToStruct1; EmergencyPowertoShields3;
When you switch out the Tactical, this is the Engineering loadout that is the best for support. AtSIF gives a nice hull AND damage resistance. It stacks with AP: D and PH. Always have EPtS3 up (so you can chain it with EPtS1, always start off with EPtS3) You can time EPtA between uses, and use EPtA to beef up your added Damage Resistance (from AtSIF + PH/HE)
Lt. Tactical TacticalTeam1; Attack Pattern Delta 1
TT1 is great for damage buffs and automatic redirecting shield power. AP:D is amazing, as it
puts a debuff on anything that hits you while buff your own resistances (almost a must have for tanks)
Commander Engineering
same as Excelsior
This ship does lose its ability to chain 2 EPtS. TTS2, AP:D and TT1 all give added resistance
to make up for the loss. However, I can understand wanting to keep it. I don't recommend using
a LT. Commander Engineer (or science for that matter, though Gravity Well is nice for AoE/Probes)
because you lose abit of damage. Simply drop DM1 for EPtS2 and chain EPtS1 and 2 back to back
or use Reverse Shield Polarity 1. DEM1 adds nice aggro/damage but is not needed to maintain aggro/damage and is the best choice to replace/substitute for added survival. But again, you already have tons of survival tools, it's just an extra option.
Also, for an added help for suvival, use ReverseShieldPolarity1 instead of DEM. RSP comes in handy when Cube/Donatra try to 1 shot you randomly with their invis-a-torp.
Lt. Science PolarizeHull; TrasnferShieldStrength2
Polarize Hull gives some nice Damage Resistances. It's hard (but do-able) to juggle
this with HE1 here. The internal systems cooldown is 15 seconds before you can activate HE so I recommend only using PH when you A) have high Auxliary (battery or EPtA) and B) you don't have any DoTs and youre shields are going from White to Yellow very fast.

Bread and Butter for cleansing borg DoTs.
The Odyssey is about adapting. Save your Damage Resistance abilities for when you need them, like Shields going from white to yellow very fast. I'm also switching weapons for Tact Cube/Donatra tanking. When I switch from Tact to Engineer I lose all the extra damage abilities, THY and APD, so I'm switching out my Quantum for a Beam Array, and my Mines for a Turrent for added frontal damage.

I still haven't even opened up any of my Odyssey ships. Most days I am running my tac or sci officer and I am completely happy with the ships I have for them and their set ups I am using now. Maybe 12 years from now when I am board one day with this game I will take a look at them lol.
